What the Tourism Development Fund Does
The Tourism Development Fund (TDF) is a dedicated financing mechanism that supports tourism and tourism-related projects and programmes in Liberia. It provides a structured way for government, the private sector and partners to co-invest in the growth of Liberia’s tourism economy.
From spearheading the funding of tourism projects to facilitating tourism marketing, research and product development, the Fund helps turn ideas into bankable initiatives that create jobs, preserve culture and protect the environment.

About the Tourism Development Fund (TDF)

The Tourism Development Fund is anchored in Liberia’s tourism policy and legal framework. It exists to provide sustainable funding for priority tourism projects and programmes that align with national development goals.

Mandate & Scope
Financing Tourism Projects & Programmes

The TDF is designed to mobilise and manage resources for tourism and tourism-related initiatives, in accordance with Liberia’s tourism laws and regulations. In practice, the Fund can be used to support:

Core areas typically covered by the Fund include:
  • (a) Marketing and promotion of tourism – nationally, regionally and internationally.
  • (b) Capacity building, market research and the development of tourism infrastructure and services.
  • (c) Development and promotion of other entrepreneurial activities that strengthen tourism value chains.
  • (d) Tourism export-oriented activities implemented by institutions, associations and enterprises.
  • (e) Tourism education and training for operators, communities and new entrants to the sector.
The specific provisions, percentages and eligibility rules are defined by the Government of Liberia through the relevant tourism legislation and regulations.
How the TDF Supports LNTA’s Work

The Fund is a practical tool for LNTA and its partners to translate policy priorities into concrete, funded interventions across Liberia.

Align funding with national tourism strategies, county tourism plans and priority corridors.

Support initiatives that involve communities, youth and women-led enterprises in tourism development.

Co-finance public infrastructure and visitor facilities that improve the tourism experience.

Leverage contributions from development partners, investors and other funds through co-financing arrangements.

Promote fair, transparent and accountable use of resources for the benefit of the wider tourism ecosystem.

Funding Sources & Tourism Levy

The TDF is designed to have predictable and transparent sources of income, allowing LNTA to plan and support tourism development in a sustainable way.

Tourism Levy & Other Revenue Streams

In many countries, a Tourism Development Fund is primarily financed through a tourism levy on eligible tourism services. In the Liberian context, a similar approach can be adopted where a small percentage (for example, one per cent (1%)) of the net cost of services or products purchased by patrons of tourism enterprises is channelled into the Fund.

In addition to any tourism levy mechanism that may be established by law, the Fund can also receive:

  • Donations and grants from development partners and private sector contributors.
  • Income generated from projects and investments financed by the TDF.
  • Budgetary allocations or special appropriations from the Government of Liberia.

TDetailed rules for collection, remittance periods, penalties and audit requirements are defined in the relevant tourism levy and public finance regulations approved by the Government of Liberia.

Illustrative Levy Collection Process

The outline below illustrates how licensed tourism enterprises may be engaged to collect and remit a tourism levy on behalf of the Fund.

Be Licensed & Certified

A tourism operator must be licensed and certified by the LNTA to operate and to serve as an agent for collecting any approved tourism levy.

Collect the Levy from Patrons

The operator charges the agreed levy percentage on the net cost of eligible tourism services and clearly indicates the levy on customer receipts.

Remit to the TDF  

Within an agreed period (e.g., one-month collection followed by up to 30 days to remit), operators deposit the levy into designated TDF accounts in approved banks.

Reconciliation & Reporting

Operators submit periodic returns to LNTA or the responsible authority, and the Fund’s managers reconcile payments, ensuring transparency and accountability.
