National Responsibility of LNTA (TDF)
As Liberia’s national tourism authority, LNTA is responsible for guiding the planning, regulation and promotion of tourism so that it contributes to jobs, revenue and national pride across all 15 counties.
Mandated by Law
Established by an Act of the Legislature, LNTA acts on behalf of the Government of Liberia to oversee tourism planning, quality standards, licensing and marketing, ensuring that tourism development aligns with national priorities and international good practice.
Our Role in National Development

LNTA has a central role in positioning tourism as a key pillar of Liberia’s economic diversification agenda. The Authority works to ensure that tourism generates sustainable jobs, supports local enterprises, and showcases Liberia’s image regionally and globally.

  • Translate national tourism policy into actionable strategies and programmes.
  • Advise government on tourism’s contribution to GDP, employment and investment.
  • Align tourism initiatives with national development plans and regional frameworks.
Regulatory & Coordinating Functions

Beyond promotion, LNTA exercises regulatory responsibilities to maintain quality standards and protect visitors, enterprises and communities. The Authority also coordinates with ministries, agencies and counties to avoid duplication and strengthen sector-wide impact.

  • Develop and enforce guidelines for registration, licensing and classification.
  • Convene inter-agency platforms on tourism infrastructure, safety and investment.
  • Collect and share tourism data for evidence-based decision-making.

Key National Responsibilities

Core areas where LNTA carries responsibility on behalf of the Government and people of Liberia.

Policy & Legislative Advice

Provide technical guidance on tourism-related legislation, regulations and policy reforms, ensuring coherence with broader economic and cultural policies.

Destination Planning

Identify priority tourism corridors, sites and circuits, and work with counties and ministries on land use, zoning and infrastructure for tourism growth.

Standards & Licensing

Design and implement national standards, classification systems and licensing processes that build visitor confidence and protect consumers.

Marketing Liberia

Lead the promotion of Liberia as a destination, develop national tourism branding, and coordinate participation at trade fairs and regional platforms.

Tourism Statistics

Collect, analyse and disseminate tourism statistics and market intelligence to inform investors, policymakers and development partners.

Stakeholder & Community Engagement

Facilitate dialogue with private sector, communities and civil society to ensure tourism benefits are shared and local voices inform decision-making.

Working with Counties & Communities
LNTA’s responsibilities extend beyond Monrovia. The Authority collaborates with county administrations, traditional leaders, private operators and community structures to unlock tourism potential across Liberia.
  • Support county tourism committees and focal points with guidance and training.
  • Encourage community-based initiatives that generate local income and protect heritage.
  • Promote responsible practices that safeguard the environment and cultural sites.
This collaborative approach ensures that national tourism growth translates into tangible benefits for households and communities in all 15 counties.
Accountability to Citizens
LNTA is accountable to the people of Liberia for how tourism is managed. The Authority has a responsibility to:
  • Uphold fairness and transparency in licensing and regulation.
  • Ensure visitor safety and protection of consumer rights.
  • Report on tourism performance and the use of public resources.
